The BHA's capacity for self-harm never ceases to amaze me. The protracted consultation process was never anything more than window dressing. As Tom Cannon said, the agenda was always to be seen to do something to "appease" the negative lobby. The consultation failed because those who were supposedly consulted were aghast when they were presented with its results, which they could not live with. So now with these revisions and the silly compromise on the number of strikes and the removal of discretion, we have a result which has been greeted with two cheers from the jockeys rather than three.
Your reference to "self-appointed 'senior jocks'" being "hardly democratic" is beside the point. Why see this as an old-school trades dispute? It just isn't like that. Obviously the jockeys with the higher media profile are those who are interviewed in the winner's enclosure day in day out, so they will be asked about issues such as this. The articulate ones will always get more airtime and their views carry the most weight in the jockey ranks. I sense your irritation because the tide is running against the anti-whip fusspots, but bringing in that old union mentality with delegates, composite motions and all the rest of it just isn't going to help.
I have deleted my responses to your and Dilton's last two comments as I think this is not fertile ground for a meeting of minds and there is little point in repetition.
I think we may have exhausted our respective opinions on this topic for now (I am including Dilton in this comment). I am open to calling it a draw, if it's susceptible to such a categorization. There is some common ground that I can see, but I can't see a game of football taking place there just at present in the area separating our respective views on this topic. I won't be coming back into this particular "Naps" thread again, but happy to resume in the other more general thread if you wish to do so.

As dear old Nick Mordin would have said, that probably demonstrates a superior intelligence to the other horses he's running with/against as opposed to a lack of ability. Unfortunately, nobody has yet commissioned a special edition of equine Mastermind to test the theory.
