Julie Harrington is not bothered that jockeys are going to find the new rules hard to abide by - obviously they will have to learn the hard way because it will hit them in the pocket. But what she wants to avoid is damaging headlines during Cheltenham. So the mechanism that has been devised to mitigate that risk is to set up the so-called independent committee to assess the cases referred to it by the stewards. They will look at them in weekly batches, so the Cheltenham misdemeanours will be looked at the following week and the bans dished out reported in the trade media rather than on the Ten O'clock News read by an ashen-faced Huw Edwards. It's a bit like the government quietly releasing a controversial policy announcement on the day of the Queen's funeral. No media backlash? - Job done. The Cheltenham bans will be hefty too because there is a tariff for Graded races. If we get a gruelling Gold Cup with a close finish - say like 2014 with Lord Windermere (never the same horse again, he had such a hard race), On His Own and The Giant Bolster all finishing in a heap - you could get all three podium jockeys getting banned for 40 days. But the bad news, Julie, is that the media pundits would be all over that story with the inevitability of bans being obvious even though the administration of the verdict is to be delayed till later. So potentially the headlines could be just as damaging. You cannot simply "manage" the news to suit your agenda if you are trying to establish what is in reality a bad law.
Ms Harrington is seriously out of touch with the younger age group she sees as the future market for racing if she thinks they consume their news via the traditional broadcasters at a fixed time in the day. I just feel her previous record with the FA and British Cycling was not a suitable grounding for the BHA job, just as her predecessor's rowing-based CV should have been laughed out of court. We all thought Nick Rust's tenure was one of shocking mismanagement. Since his departure the two people who followed him have each in their turn spent their time measuring up for new curtains on the Titanic rather than steering around the icebergs.
